Dont change properties of LEDs if not in normal mode

Markus Gothe requested to merge dont-change-properties-of-leds-if-not-in-normal-mode into release-5.2

If LEDs are not in 'normal' mode we don't want a third party to interfere with them. E.g. the current implementation allows ubus to interfere and turn on a LED disabled by the 'alloff' mode.
