bbf : Bug#4038-QoS: tr181, inner vid not configurable in l2 scenario

-Changes done in bbf to support configuration inner_vid on L2 via TR181 for cases as mentioned in the bug description. Also handle inner_vid in different sequences of configuration of the expected UCI conf via TR181.
