Add set_safe_attributes method

This method allows setting parameter/object attributes over libbbf

Example: ubus call usp set_safe_attributes '{"paths":[ {"path":"Device.DeviceInfo.SerialNumber","value":"1","change":"1"}], "proto":"usp"}'
