bcmkernel: Use 963178GW_WL22D1GA profile for 63178

Instead of 96750GW_WL22D1GA use the 963178GW_WL22D1GA profile for
BCM63178, which is an equivalent profile that enables DSL. DSL is
enabled and disabled using build options and the generated
bcmcreator.conf is identical when DSL is disabled.
