MQTT configuration improvements

Erik Karlsson - Genexis requested to merge genexis-iowrt/iopsys:mqtt-configuration into mqtt_update

Move uci-defaults script for mosquitto from bbf to the mosquitto package. Remove usptest listener. Move obuspa listener from sulu to the obuspa package.
