qosmngr: qos q map based on traffic class

This change were tested in broadcom, airoha(tapir) and linux (mtk_panther).

• broadcom and mtk_pather firwall rules verified with stats.
• airoha - Verified added iptables/ebtables rules. Stats not verified as existing stats issue(stats are incremented in all the queue).
