iopsys: add custom support to genconfig

Arne Jonsson requested to merge arjo_add_BCM_CW3 into devel

Tested on brcmbca smarthub3/smarthub31b and the .config looks OK. There is however many lines with the text "# Target options Brcm63xx (ARM)" and alike but I don't think I am guilty of that (this also shows up in "make menuconfig". I also added sorting of the targets as I was burnt on that once.
