ponmngr : Respawn ponmngr if at all there is a failure due to initialization delay

Description : There has an inherent delay, been observed during
PON driver init, which is exposing a very narrow window of failure
to spawn ponmngr . To fix this, We  respawn ponmngr if at all a
failure observed.
