Proper permissions for /etc/shadow and /etc/ssl/private when customerconfigs is used

Erik Karlsson requested to merge erik-genconfig-permissions into release-7.3

This is needed for getting the right permissions on sensitive files when using customerconfigs. I know this is a hack but we are not really aware of a better way to do this. From our side at least these files are commonly overridden with customerconfigs in customer builds.
