base-files: init.d/done: create /tmp/boot_complete when booted with system's uptime

This will allow reliably detecting if the system has completed booting, without depending on the LED status, as well as precisely timing how long it took for the system to boot (excluding the time in the bootloader, of course).

In particular, this would be good to have on platforms which don't (yet) have LED support.
