iwinfo: fix failing esl_get_htmodelist while radio is down/reloading

Use wifi_get_supp_bandwidths rather than wifi_radio_info to enumerate the supported bandwidths as the latter function is unnecessarily heavy and also unreliable and may fail while radio is down or reloading.
