merge option 43 read changes to devel

the logic to read and store option 43 values has been improved, the format in which the suboptions are stored now is =,=..

affected modules: netifd busybox

Note: Instead of adding a new patch that writes on top of the existing patch, I have modified the exiting patch itself to not over-complicate things.
