mt76: airoha: apply npu/woe patch 20230316_v1

Changes:

• remove previous iopsys specific woe/npu patches (airoha apply similar approach)
• apply npu/woe patch 20230316_v1
• disable airoha /etc/{woe_disable,npu_enable} logic and use iopsys logic instead (enable/disable woe/npu via kernel module parameters)
• add woe/npu autodetection logic.

Notes:

• look like new npu still does not work on mt7915d (I was not able to associate wifi clients)
