iop_version management improvements

Ghost User requested to merge wip/ovil-fwbank-caching-and-mounting into devel

This makes it possible to get the iopversion of the other bank from its rootfs if possible, then its overlay if not. Then, cache the value of that into /tmp. Some cleaning up has been also done while at it.
