airoha: always cleanup hostapd configuration before apply new one

Looks like hostapd used form airoha is very unhappy if configuration for the phy with two interfaces is provided twice w/o cleanup. So I've removed this optimisation. See https://project.iopsys.eu/issues/11096 for details.
