hostapd: add common ctrl ifce for wpa and hostap

Bartlomiej Grzeskowiak requested to merge common_ctrl_ifce into devel

From now on there is only one /var/run/hostapd ctrl interface for both
wpa_supplicant and hostapd. wpa_cli must be called with -p
/var/run/hostapd argument. hostapd_cli can also be used to query sta.
