Increase delay before checking for reboot

Erik Karlsson - Genexis requested to merge genexis-iowrt/openwrt-luci:await-reconnect-increase-delay into devel

This is needed since IOWRT deviates from standard OpenWRT behavior in sysupgrade, i.e. the flashing takes place in the background with all services including the web server still running. This leads to a false detection of complete reboot before the reboot actually happens.
