uplift luci to openwrt-v22.03.0-rc4

Trial run of openwrt-v22.03.0-rc4 merge. Check if the process produces the desired end result.

1. Merge commit of luci from iowrt devel into commit of luci from openwrt v22.03.0-rc4 in new branch
2. Merge the resulting branch into luci devel
