Uplift luci to openwrt-v22.03.0-rc4

Uplift of luci using two step method. Use commits specified by feeds.conf.default from main repo.

1. Merge commit from tag v21.02.2 into v22.03.0-rc4 in a new branch.
2. Merge new branch into devel.
