xtables-addons: Make compatbile with 4.19 kernel

Make xtables compilation compatible with Broadcom's ancient 4.19 kernel. Compilation was failing due to use of modern C constructs like fallthrough.

This commit can be reverted once Broadcom moves to a newer kernel.
