Fix for IPTV over wifi issue

Set pspretend_retry_limit configuration option. This is an option for "Power Save Pretend" feature used in order to achieve 0% packets loss. Set it to 5, as done in the broadcom SDK.

multicast_to_unicast configuration will be set by map-agent
