netifd: update vlanconf for tvid

Rahul Thakur requested to merge rt_vlanconf_tvid into iopsys

This will update the netifd to use tvid option in network uci device section to configure vlan translation on broadcom chip. This will work in tandem with the changes done in target feed to update vlanconf to accept --translated-vlan-id option and configure the device accordingly so both need to be merged.
