Re-Implement bcmwl_radio_get_supp_bw().

Implement bcmwl_radio_get_supp_bw() like it's done in wlconf and Broadcom's UI. This way gives us the bandwidths the WiFi- chipset is capable of given the operating band. This is necessary for LuCI to work as expected.
