ethmngr: remove event

Rahul Thakur requested to merge rt_remove_event into devel

we are moving to reply on netlink which is being generated by patching netifd, hence, the event generation logic based on easysoc notify is removed.

also, the hotplug event is for now handled from ruleng script and the same is removed as well.
