Add defines needed for wifi frame parsing

To be capable to parse raw wifi action frames macros are added for: -action frame categories -radio measurement action codes

Having those defines user of this library can filter on action frames. e.g: the map-agent can filter the correct frames to craft the 1905 beacon measurement response TLV
