RM#45322 - loop-detection is broken on Broadcom

Fix so we can use ubus to reload triggers. STDIN/STDOUT/STDERR are closed on retriggering a service which mean that init.d-scripts using 'bs' doesn't work as expected.

This issue is not limited to 'bs' but also other commands depending on STDIN/STDOUT/STDERR to work properly.
