Revert "procd: mounting of /dev is done either by kernel (devtmpfs) or in bootscripts."

This reverts commit 004f26f5. We do not create device nodes manually in preinit-scripts and even on Broadcom only the Broadcom-PROPRIETARY kernel modules are created using the /etc/init.d/makedevs script. Thus, except those device nodes, all device nodes are ephemeral and can be re-created automatically by procd.
