More than once I've encountered that I want to use ipcalc.sh on IPv6 addresses.

However, since that's not supported we need a proper 'ipcalc' binary to the operations on IPv6.

Enabling 'owipcalc' solves this limition of 'ipcalc.sh'.

Build 'owipcalc' package by default.
