Revert "toolchain/binutils: remove versions 2.29.1 and 2.31.1"

This reverts commit d168f140.

This is a workaround to get IOWRT U-Boot for device ex400 (target iopsys-ramips) building again. Setting CONFIG_BINUTILS_USE_VERSION_2_31_1=y will make it build again.

Ideally, we would fix the actual issue, but since ex400 is not a platform we want to invest much time in, this workaround will do. This commit can be reverted, once ex400 has been deprecated.
