brcm63xx: mac80211.sh: fix legacy B-rates setting

Sometimes it happened that during channel switch lagacy B rates were enabled
even it was not requested. This happened when chanspec was setup again but
data rates were not refreshed. When there is need to setup again chanspec
also legacy data rates need to be set.
