map-agent: supporting functionality for loop detection script
Add possibility to keep bSTA disabled even in case of wpa_supplicant restarts due to configuration reload by means of creating /tmp/map.agent.bsta_global_disable file. Only manage bSTA that is in onboarded state so as to not interfere with WPS pairing.
