mapagent: Adding channel selection cmdu channel switch logic

1. Added the code to save channel preference in mapagent conf file.
2. Read mapagent config file for channel preference and switch channel accordingly
3. switch channel according to channel selection request
4. report channel switch to mapcontroller when event is received
5. Set the txpower in the wireless config file
6. Added channel response in case the channel selection fails
