Create a connection for playing tones when off-hook, REF 16087

Dial tone or congestion tone needs to be played on DECT handset when the dial button is pressed without any
called number.
Creation of a connection is optional for tone playing on FXS. But it is required for DECT. Otherwise the
tone can not be played.
