Draft: Support termination digit with extra feature code, REF 14346

Wenpeng Song requested to merge termination-with-extra-feature-code into asterisk_chan_voicemngr_rdkb

support 'x' in feature code checking;
dialing out unknown feature code(start with * or #, include the terminator #) directly when receiving terminator # and there have two special digit(*|#) received already, otherwise waiting for timeout.
