5557 : When offhook,Incoming call makes tone goto unobtainable

Party A is off hook , B calls A and gets 486 ,but A is moved to unobtainable tone.

Incoming call makes party A state to move to ALLOCATED(Peer is OFFHOOK),and when we find A is not idle, we need to reset to ONHOOK state (peer is OFFHOOK).

If states are not correct order,in brcm_up we move to CALLENDED and call dialtonetimeout.

Tested calls: 1-1 call, call/hold retrieve, Conference call, R4 call, Call waiting, Call forward , Call forward when the party is off-hook.
