Emergency Registration and call with UDP, daft version

Add support for Emergency Registration and call through UDP if account was not registered at an Emergency Call.

  • Emergency Registration request through UDP
  • INVITE request after Emergency Registration go through UDP
  • After un-register(triggered after Emergency call from asterisk-chan-voicemngr) an Emergency Registration, clear the state and fallback to original transport method and trigger the normal registration again.
