Support CN (Comfort Noise) and VAD (Voice Activity Detection)

Voice activity detection and comfort noise generation and playback is handled by the voice engine in the SoC.

The CN support in asterisk was incomplete before. This commitment update asterisk and chan_brcm to fully support CN packet transmission and reception.
