No TLS connection created before NTP synchronized, REF #15777

Sending Invite with different transport from Registration's may cause problem, which can happen in the period between a UDP register (NTP not synchronized) and the following TLS register (NTP synchronized).

The commit insure sending Invite with the same transport used by the latest registration.
