Avoid creating new "config sip_service_provider" in uci, default config exists, REF 15882

Iryna Antsyferova requested to merge fix_stability into tr104_rdkb

sip_service_provider's are already present in the default UCI configuration. However, in some rare undefined cases, unwanted new entries are created (likely requested by TVM). To ensure the static configuration remains unchanged, let's disable the Add/Del methods for sip_service_provider's.
