Correction of the DSCP tag mapping, REF 14708

Wenpeng Song requested to merge 14708_DSCP into tr104_rdkb

The tos setting was intended to config the whole byte which include both DSCP and ECN, hence the DSCP mark should not directly mapping to tos.
