Do not send double requests for incoming internal call to DECT, REF 15827

It has been found that the commit: 8dc520abaf7ade77bc6679531a3206620599b129
introduced a regression so for internal call double request is sent to
DECT for the incoming internal call.
It caused that signal 'callid' which is issued after 'callid_ringing'
or 'callid_ringing_int' with information about caller number and caller
name was ignored by dectmngr.
